Summary: Republic of Haedongmoon (ROH), a nation in the 21st century under the dictatorship rule of Supreme Leader Kwon Ilhyuk. In his attempt to seek revenge for his fellow comrade, Jeong Ryujin, a lowly member of the anarchist group White Tiger, takes on a demanding mission where he gets arrested by the Special Ops unit known as the Disciplinary Squad (DS).
